Position Summary:

Performs a variety of professional, complex, technical, analytical, and administrative duties in support of management and the Department; assists management in the administration, development, and operation based on established policies and procedures.

Distinguishing Characteristics:

This position normally has no formal supervisory responsibilities but oversees the work of others as assigned. Under general supervisor, this job class is expected to exercise some independent judgment in the disposition of daily activities.

Essential Duties:

Primary:

Supports the Capital Improvement Program with budget preparation and monitoring, code revisions, technical document revisions, and private development project document development, as needed.
Manages assigned accounts and provides necessary data/correspondence to appropriate City departments as they pertain to capital projects and contracts (i.e., receivables/payables).
Researches available grant opportunities.
Provides grant administration oversight and guidance for all grant-related processes to include the application, submission, administrative review, and compliance with all local, State and Federal requirements.
Prepares, reviews, and submits government loan application documents for financed capital projects.
Assists in the annual budget preparation and assists in strategic planning, CIP projects, and ACIP submittals.
Facilitates budget development meetings; creates budget preparation spreadsheets and documents; completes capital request forms; prepares estimated endings for all projects and associated contracts; enters final budget into financial records system; facilitates quarterly budget reviews; and initiates journal entries to correct miscoded expenses.
Prepares and presents comprehensive technical, administrative, and financial analytical and statistical reports that present and interpret data, identify alternatives, and present and justify conclusions, trends, forecasts, and recommendations based on data summaries and other findings
Works with management and other staff to draft policy, procedures, ordinance, and permit revisions.
Supports management in communicating, internally and externally, through reports, presentations, and meetings.
Assists management in a variety of tasks, including identification and recommendations for proactive measures to implement short and long-range plans and program development.
Assists in the preparation, revision, and implementation of the Department oriented plans and forecasting documents.
Manages compliance with applicable state and federal record retention schedules. Monitors contracts and airport practices for State and Federal grant obligation compliance.
Assists with special projects.
Performs general administrative duties; assists in negotiating, creating, and administering agreements and contracts as assigned.
Works with management to streamline processes and develop written policies and standard operating procedures (SOPs) for various Department functions.
Provides customer service; improves operating results; and minimizes delays and conflicts.
Designs and executes creative strategies; thinks outside the box to resolve problems and builds critical relationships.
Promotes economic development, business expansion and DBE goals.
Performs technical support and may be considered as a subject expert.
May supervise administrative staff; oversee work; train, mentors, and evaluate performance, as assigned.
Performs other duties as assigned.
Secondary:

Analyzes various departmental activities, services, programs, fees, and resources by gathering statistical data, performing audits or other studies, and making recommendations.
Conducts community outreach activities as assigned.
Analyzes various activities, fees, and resources for the Department through statistical data gathering.
Depending on assigned area, works on emergency response plans.
Qualifications:

Education and/or Experience:

Bachelor's degree in Business Administration or in a related field; five (5) years performing analytical work in public administration along with experience working with computer software; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.

Licensing, Certification, and Other Requirements:

Possess a valid Class D Arizona driver's license (or obtain within 30 days of hire); pass a security background investigation, pre-employment drug test, and driver's record check; pass a security threat assessment and a 10-year FBI criminal history records check; and hold or obtain a AAAE ACE Finance credential within two years of hire.

Physical Demands and Working Conditions:

Work is performed in a standard City office environment.
Duties require working evenings, weekends, and holidays, as needed.
Safely operates a City vehicle and variety of standard office equipment including a computer terminal, telephone, 10-key calculator, copier, and fax machine requiring continuous and repetitive arm, hand, and eye movement.
Clearly, concisely, and effectively communicates in person and over the telephone (and aviation radios depending on department).
Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
