Under the direction of the Purchasing Supervisor, this position will be responsible for coordinating and assisting the Department in soliciting for its procurement and operational needs through existing state and agency specific contracts.
Major duties include:
● Write, solicit, evaluate and recommend awards of informal and formal solicitations that meet the Department’s needs.
● Organize pre-bid meetings, convene evaluation panels, handle negotiations, and compile documentation.
● Conduct contract administration including requests for contract extensions or modification amendments.
● Conduct meetings regarding contracts including post-award meetings.
● Handle conflict resolution and complete reports including vendor performance reports and file reviews.
● Receive purchase requests for commodities and services. Review for compliance with the Arizona Procurement Code; identifies the appropriate procurement method, contract, and/or supplier.
● Process and approve requisitions in the electronic procurement system. Problem solves and answers questions for end users.
● Act as one of the unit's P-card administrators.
● Provide training and assistance to end users regarding purchasing procedures, documents, and contracts.
● Act as main information source for assigned units for the following: Arizona Procurement Code, Department procurement procedures, Statewide and Department specific contracts, and commodities assigned.
● Represent the Department at various functions.
● Perform duties as assigned

Knowledge, Skills & Abilities: The candidate will have knowledge in/of Federal and State procurement laws and statutes, Federal and State funding rules and regulations, contract language and management, governmental contracting, accounting practices, analysis and reporting of financial data. Candidates will be skilled to negotiate, communicate effectively verbally and in writing, evaluate and analyze programmatic and fiscal data, interpret and apply Federal and State laws governing assigned program areas. Candidates will be able to execute procurement tasks efficiently, operate a computer and use word processing programs.
The preferred candidate will have an Associates degree or a Bachelor's degree in accounting, business, communication or other related area of study. It is also preferred that the candidate have a certification in public procurement or equivalent professional certification.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked or suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
