Summary This HR Specialist (Quality Assurance) position serves the SW Region of Indian Health Service in the Office of Human Resources located in Phoenix, AZ. This position performs HR program auditing, program assessments, program analysis, and technical advisory services with a focus of Classification, Recruitment, Onboarding and Processing functions, and provides support to other HR areas as needed. This position reports a Supervisory HR Specialist in the SW region. Responsibilities This position is being re-advertised to solicit additional applications. Compliance in Placement and Recruitment Review, audit, and monitoring the correction of erroneous personnel actions. Provides supporting Federal statute, IHS policy and OPM guidance regarding personnel actions in HR electronic systems e.g. (EHCM, USA staffing, eOPF, etc.) to HR Staff. Performing work that involves auditing HR Staffing processes in recruitment and placement and reports findings for HR improvement and quality assurance. Performs audits on human resources Client Services functions to ensure programs are operated in accordance with merit system principles. Prepare audit findings, consolidate information for review reports, and interpret reporting requirements and program instructions. Assess for application of required technical accuracy, sound internal controls and compliance with merit principles and include the review and technical evaluation of HR actions, internal controls and recordkeeping. Management Advisory Utilize web-based applications to perform staffing audits, includes reviews of job assessments, vacancy announcements and referral lists, personnel actions, and onboarding processes. Provides assessment, technical advisory services and management assistance to improve HR program functions. Collaborate with HR Supervisor(s) and management in determining short and long-term initiatives and project support needs and in developing effective HR Solutions methods and strategies for proactively researching, analyzing and resolving long standing systemic issues within the HR Operations processes. Consult with HR management officials to explore feasible business innovations and strategies, ensuring all project outcomes meet regulatory requirements, increase operational efficiency and customer service. Continually evaluate the effectiveness of human resource management programs and modify or develop new processes and procedures to assist management in developing and carrying out programs and HR delivery systems. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS, GS-0201-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Reviewed, audited, monitored and followed up for correction of erroneous personnel actions; Performed HR program audits and technical evaluation of federal recruitment, placement, onboarding and personnel action processing functions; Utilized web-based applications to perform staffing audits for a variety of HR programs, Prepare audit findings, consolidate information for review reports, and interpret reporting requirements and program instructions, Collaborated with HR Supervisors and management to determine short and long-term initiatives and project support needs; Worked with HR data information systems to validate and provide data analysis related to HR program management. OR Completed a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher education leading to such a degeee, such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Posses a qualifying combination of the specialized experience and education as described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts for this option. MINIMUM QUALIFICATIONS, GS-0201-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Plan, coordinate, and evaluate a variety of HR programs on a recurring/periodic basis; Perform process improvement projects based on audit findings, challenges, and reported issues; Plan, implement, and monitor process improvement projects in collaboration with HR supervisors and stakeholders; Work with HR supervisors and HR specialists to make program modifications/corrections and/or create plans for to address challenges and issues; Provide comprehensive and periodic HR program status and reporting to HR leadership and stakeholders.; Perform independent quality assurance work related to staffing, benefits, compensation, employee relations or similar HR programs Provided subject matter expertise related to HR data information systems data reliability and validity. Selective Factor, Qualification: You must possess a current and valid Delegated Examining (DE) Certification is an approved selective factor for this position. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. Recruitment or relocation incentives may be authorized. At least a 1 year service agreement will be required if offered. This position has promotion potential to the GS-12 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
