Responsibilities Duties listed are at the full performance level. Serve as coordinator and technical advisor for one or more outdoor recreation programs. Provide recommendations to managers on recreation program needs, priorities, and strategic goals. Coordinate recreation program activities with other BLM District and Field Offices, as well as local governments, other Federal agencies, private organizations, and the general public. Review, recommend, and implement changes to recreation program policies, standards, methods, controls, and procedures. Develop content for environmental and project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments, and review, and/or edit content that address recreational topics. Prepare planning documents and components thereof: including scoping newsletters, stipulations, alternatives, analyses, mitigating measures, summaries, public comments, completion plans, etc. Research and analyze a wide array of recreation related data and information on topics such as recreational use, commercial use, visitation, recreation values, environmental impacts, funding, performance, etc. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) year of specialized experience equivalent to GS-05 in Federal service. Examples of specialized experience include demonstrated ability to plan & coordinate the use of land, water & related resources for recreation & conservation purposes; carry out designated portions of an inventory of existing recreation resources; analyze problems to identify significant factors, gather pertinent data and recognize solutions; plan and organize work; and communicate effectively orally and in writing. -OR- Completed a bachelor's degree in outdoor recreation planning or a related field WHILE meeting the provisions of with Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f); -OR- Completed 1 full year of graduate education or a master`s or higher degree in outdoor recreation planning or a related field that included 1 or more courses in outdoor recreation; -OR-Combination of Education and Experience. You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Education This position falls under the Outdoor Recreation Planning Series, 0023 Individual Occupational Requirements (IOR). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
