Be responsible for all project deliverables from inception through commissioning.
Train and support junior project managers.

Position Description

Provide overall project management for UNS capital system improvements from project inception through commissioning. Responsibilities include project scope definition, budgeting, permitting, scheduling, cost control, procurement, construction, and commissioning.

Position-Related Responsibilities

Communicate with Management to ensure that proposed projects meet UNS goals. Lead formal and informal meetings concerning assigned projects and communicate effectively with all levels of personnel both in the office and with field crews.
Provide feedback to the Planners regarding the feasibility, cost, scheduling and permitting of proposed projects.
Participate as necessary to obtain federal, state and local Certificates of Environmental Compatibility.
Participate in the development of interconnection agreements and construction agreements with other utilities or energy service providers.
Work with Land Management to acquire substation property and transmission right-of-way from land owners. Ensure the necessary construction permits are obtained.
Coordinate preliminary engineering for projects that are included in the 2 - 5 year budget, and ensure that the preliminary engineering documentation is properly reviewed and approved.
Coordinate detailed engineering for projects that are included in the 1 - 2 year budget, and ensure that the construction engineering documentation is properly reviewed and approved.
Procure major and minor materials required for project construction per the specifications and material lists from the design engineers. Evaluate vendors, manufacturers, equipment and/or components available to meet project specifications in conjunction with Engineering and Materials Procurement. Make recommendations for awards that optimize cost and reliability.
Participate in the development of bid documents and contracts for outside contractor services, both for engineering and construction.
Obtain budgetary estimates of projects for incorporation into the Capital Budget. Estimates will be refined as project moves from conceptual through preliminary engineering to final design. Ensure that all departments charging against budgets are committed to their respective labor allocations.
Work with Accounting to obtain timely financial reporting to manage the project within the budget limitations.
Develop detailed project schedules that reflect appropriate durations for permitting, land acquisition, design, procurement and construction. Work with the design engineers and construction supervisors to manage the human resources necessary to keep the project on schedule.
Use project management software for the tracking and reporting of project resources and overall status.
Develop and monitor work progress on project schedules to ensure proper coordination of events during the design, construction, testing and commissioning phases assignment project.
Oversee project commissioning including coordination with Operations.
Close out project by obtaining as-built drawings, answering schedule and budget variances, and provide an evaluation of individual, department, and contract services.
Reports to the Director of Project Management and performs other assignments as requested.
This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.
Knowledge, Skills & Abilities
(Equivalent combination of education and experience will be considered.)

Level I

Will have primary responsibility for small to medium projects as the project manager. May have several projects or studies assigned at the same time. Will work with UNS supervisors and Outside Services to coordinate the activities of their resources. Will meet with other companies or organizations regarding project management and ensure TEP is appropriately represented.

Minimum Qualifications

High school diploma or GED.
Requires four or more years of professional experience as an Engineer, or Construction Supervisor.
Is a self-starter and has developed good time management skills, completing all assignments on time.
Has developed good leadership skills and is comfortable leading meetings and speaking in front of others.
Level II

Will have primary responsibility for medium to large projects as the project manager. May have several projects or studies assigned at the same time. Will work with UNS supervisors and Outside Services to coordinate the activities of their resources. Will meet with other companies or organizations regarding project management and ensure TEP is appropriately represented.

Minimum Qualifications

Requires six or more years of professional experience as an Engineer, or Construction Supervisor, or two or more years of professional experience as a Project Manager I.
Is able to work independently and has a good understanding of the project details.
Basic understanding of time management, technical knowledge, and economic analysis.
Basic leadership skills have been developed.
Senior

A top-level individual contributor who may be assigned projects of any size or complexity as the project manager. May have several projects assigned at the same time. Will work with UNS supervisors and Outside Services to coordinate the activities of their resources. They will be the primary source of training for the section and will share information openly. Will meet with other companies or organizations regarding project management and ensure TEP is appropriately represented. Provides direct backup support for section Supervisor.

Minimum Qualifications

Requires two or more years professional experience as a Project Manager II.
Proficient in all aspects of time management, project organization, and technical analysis.
Demonstrates strong leadership skills and supports all decision making with superior technical knowledge and economic analysis.
Makes decisions independently and does not require guidance or supervision on any technical or project management duty.
Demonstrates a thorough understanding of all project aspects.
