Summary The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Southern Arizona VA Health Care System (SAVAHCS) in Engineering Service. The primary purpose of the of the incumbent works in conjunction with one other painter to cover over 1 million square feet of conditioned space. Responsibilities Duties of this position include but not limited to: Determine the methods, techniques, devices and materials that are best suited to the surface finish required and/or a finish that must meet specified thickness and levels. Prepare surfaces by methods such as smoothing, filling, shaping, and leveling with metal and synthetic resins, and mixing and apply pre-coating agents. Prepare coating materials with any of the accepted trade devices including those designed to give special effects such as brushes, rollers, spray guns and graining devices. Ensure that the coating finish meets/match texture, decorative, thickness and level requirements. Work assignments that come from the electronic work order system, assignments from supervisor, or emergent situations as reported by medical center staff. Construct, alter, maintain, and repair buildings, structures, partitions, panels, using wood, wood substitutes, and composite building materials. Knowledge of construction and repair techniques; the type, grade, and working characteristics of wood and wood substitute materials such as strengths and applications, and skill and accuracy in the operation of hand and power tools and equipment. Remove damaged portions of walls, partitions, or other similar structures in preparation for repair of damage. Tear out portions of walls for the installation of doors or windows. In mixing mortar, must ensure that the proper proportions of sand, lime, cement, and water are used to obtain desired consistency. Physical Requirements/Working Conditions: The painters prepare and coat surfaces from ladders, scaffolds, and platforms, and where the surfaces to be coated are in cramped and hard-to-reach places. This requires them to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. The painters frequently lift, carry, and set up materials and equipment that weighs up to 10 pounds. Occasionally, they may handle materials and equipment that weighs 40 pounds and over. The work is done inside and outside, and dirt, spray, and fumes are usually present. The painters are sometimes required to prepare and coat surfaces outside in bad weather. Occasionally, they may be required to wear protective equipment and clothing that is sometimes heavy and uncomfortable. The painters are frequently exposed to the possibility of cuts and bruises. They may occasionally be exposed to the possibility of broken bones. Education Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
