The primary purpose of this position is to oversee, manage, coordinate, and facilitate: one or more environmental programs; the activities of environmental service contractors, e.g. asbestos abatement contractors; the activities of base Unit Environmental Coordinators (UECs); and internal environmental inspections to perform highly technical environmental field work. Responsibilities Administers one or more environmental programs by planning, developing, organizing, evaluating and coordinating the program(s). Reviews plans, specifications, and cost estimates for a variety of projects for procurement by contract or inhouse in support of environmental programs. Represents the Installation at meetings, conferences, panels, and committees comprised of representatives from regulatory agencies, other government agencies, and commercial organizations. Manages internal environmental inspections. Assists installation environmental program managers in the performance of their duties. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes administering one or more environmental programs in collecting, compiling, analyzing and interpreting regulatory requirements in environmental compliance. Reviewing plans, specifications, and projects to advise management, supervisors, staff, on matters concerning environmental compliance. Conducting environmental shop inspections, presenting compliance findings to management, and tracking findings to completion. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, that demonstrate the knowledge, skills, and abilities necessary to do the work. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience that qualify for this position which computed percentage requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of environmental protection principles, practices, techniques, procedures, laws, regulations, and current legislative issues to effectively perform project development, execution, training, and advisory services on assigned projects. 2. Knowledge to identify and troubleshoot environmental problems requiring investigation of non-compliant or questionable conditions in assigned projects, and recommend solutions; and ability to plan, prioritize, and organize work to meet deadlines. 3. Knowledge of general industrial and construction processes, methods, practices, techniques, materials, and equipment. 4. Skill in conducting environmental compliance inspections. 5. Ability to establish effective working relationships with others, and work cooperatively as a member of a team. 6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. Work Environment The majority of the work is performed in an office type environment; but some on-site work may be performed in areas such as hangars, industrial shops, enclosed and open-air ranges, construction sites, or undeveloped natural areas such as prairies, wetlands, or wooded areas. There will be frequent exposure to cold, hot, wet, and varied outside climate conditions. There may be occasional exposure to moderate risks or discomforts in storage areas, hazardous waste sites, or operational work areas. Incumbent may be infrequently exposed to high noise levels, areas contaminated with unexploded ordnance (UXO) or hazardous materials, or remote areas infested with cacti, insects, snakes, or other reptiles, and may require use of protective clothing and/or gear. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
