Summary As a Project Manager, you will manage one or more projects, which may involve highly-complex, and/or sensitive projects within the Office of Assisted Acquisition Services (AAS). This office provides cradle-to-grave acquisition, project, and financial management support. Location of position: Phoenix, Arizona We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to one of the geographic areas listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy. Major duties include, but are not limited to the following: Serves as a project manager/COR and manages various cost reimbursable acquisitions (e.g., Cost Plus Award Fee (CPAF) and Cost Plus Fixed Fee (CPFF). Identifies, strategizes, schedules, and monitors the completion of project activities to satisfy client’s mission needs. Adheres to contract requirements and delivers high-quality products and services within budget constraints. Manages the unique elements of cost reimbursable contracts(e.g., Cost Plus Award Fee (CPAF) and Cost Plus Fixed Fee (CPFF). Defines and communicates technical and contractual requirements to meet client needs. Identifies appropriate strategies for acquisitions and manages associated risks effectively. Serves as a GSA liaison to the client in all phases of project management and task order administration. Maintains an understanding of the technical environment of the assigned portfolio through routine client engagement. Steward of client funding including: performing in-depth financial tracking, forecasting, reporting on client funding, which is critical to the success of client projects. Dependent on which position you are selected for you will be required to undergo and pass the appropriate Tier background investigation level. Appointment to the position may be contingent upon a negative drug test result. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience managing cost reimbursable contracts (e.g., Cost Plus Award Fee (CPAF) and Cost Plus Fixed Fee (CPFF)) for Information Technology (IT) and/or Professional Services (PS) projects. Such experience must include: project management; monitoring contractor performance; financial management; and the application of procurement practices and techniques to perform contract administration, management and closeout.
