Summary The primary purpose of this position is to provide a variety of clinical laboratory services by performing standardized tests and examinations of human tissues, fluids and other substances. The work ecompasses the specialized areas of Chemistry, Hematology, Microbiology, Blood Banking and Urinalysis. This position is location in the Clinical Labatories in Chinle, Arizona. Responsibilities NOTE: This position is being announced concurrently with announcement IHS-24-CH-12285188-ESEP/MP for candidates at the GS-04/05 level, please review vacancy announcement for eligibility requirements. Applicants must apply separately for each announcement in order to be considered for each grade level. Independently perform waived, moderately complexity, and limited high complexity clinical laboratory procedures used in clinical diagnosis. Performs tests such as urine pregnancy testing, urinalysis examinations, sedimentation rate, rapid respiratory testing, and loading specimens on automated analyzers. Sets up bacterial cultures following laboratory procedures. Operates and maintains clinical laboratory equipment ranging from simple to complex. Calibrates, standardizes and adjust lab instruments. Performs required quality assurance procedures, as assigned. Collects, process, and delivers specimens for analysis. Processes reference lab reports for scanning. Apply corrective action when necessary. Assist with laboratory orientation and training procedures for lower grade personnel. THIS POSITION IS BEING RE-ADVERTISED TO SOLICIT ADDITIONAL APPLICATIONS. The incumbent must demonstrate knowledge and skills necessary to provide care appropriate to the age of the patients served in their assigned unit. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): GS-06: 1 year of specialized experience. This experience is related to the work of the position and equivalent to at least the GS-05 level in the Federal service as described in the vacancy announcement. Examples Include: Perform maintenance on both simple & complex laboratory equipment; performs quality control tasks while adhering to quality assurance concepts & regulatory standards; file patient's lab results & quality control records while adhering to the recordkeeping policies and procedures; performs routine laboratory procedure such as chemistry testing using the chemistry analyzer; performs non-routine laboratory procedures such as PCR testing on cepheid analyzer; verifies lab results. GS-07: 1 year of specialized experience. This experience is related to the work of the position and equivalent to at least the GS-06 level in the Federal service as described in the vacancy announcement. Examples Include: Independently performs waived and moderately complex clinical lab procedures in Chemistry, Hematology, Urinalysis, Microbiology, Serology, Immunology, and specimen procurement and dispatch; Calibrate, adjust, and standardize both simple and complex clinical laboratory equipment; identifies laboratory outliers and/or problems that would disrupt patient care then performs corrective actions when necessary; Orientates and train new or other lower-grade employees. SUBSTITING EDUCATION FOR EXPERIENCE: GS-06: None GS-07: Completed 1 year (18 semester hours) of graduate education that is directly related to the work of the position. Individual Occupational Requirement:For positions at GS-4 and above: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. Additional Information Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. No government housing is available. No SCAL (service credit for annual leave), relocation, retention, or recruitment incentive authorized. This position has no promotion potential.
