Our Supply Chain organization has an opportunity for a procurement professional who thrives in a dynamic environment. You will be a part of our high-level and collaborative Electronics Commodity “Distribution” procurement team. In this role, be responsible for the overall procurement activities for material supporting the Raytheon business unit. You will work very closely with external Distribution suppliers as well with internal customers and functional areas to support a broad range of programs across Raytheon.

**_This position will be onsite at a Raytheon facility._**

**What You Will Do:**

+ Effective management of procurement related “metrics” (PRs/POs notes, Cycle Time, Receiving issues, Accounts Payable – invoice approval, supplier PO acknowledgement, material delivery constraints / MRP non-support (past-future), and On-Time-Delivery (OTD)

+ Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc.) to achieve objectives

Pre-Purchase Order award (as applicable):

+ Review and management of Purchase Requisitions (PRs)

+ Validate / create Propriety Information Agreement (PIAs)

+ Prepare and issue Request for Quotations (RFQ) and Request for Proposal (RFP).

+ Create Commercial Item Determination (CID) – supplier Assertion of Commerciality CR-006

+ Create Single/Sole Source Justification (SSJ)

+ Obtain supplier’s Small Business Subtracting Plan

+ Ensure supplier’s quotation is in accordance with RFQ flowdowns

+ Perform price and cost analysis and lead formal negotiations, price, delivery, scope, terms & conditions.

+ Prepare PO documentation (EPAD) in accordance with company directives, prime contract flow downs and company work instructions (command media).

+ Place purchase orders (POs) – primarily Firm-Fixed-Price

+ Leverage existing Long-Term Agreements for timely PR to PO processing.

Post-Purchase Order award:

+ Active management of POs (version changes, closure, supplier performance) to be handled in accordance with company directives and work instructions

+ Nurture professional business relationships with first tier subcontractors (Distributors)

**Qualifications You Must Have:**

+ Typically requires a university degree and 5 years relevant experience or an advanced degree in a related field and 3 years relevant experience.

+ Experience with DoD Government procurement compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements

+ Experience in leading formal “negotiations” (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions)

+ Experience with effective supplier management

+ SAP (PRISM procurement related transaction codes) and Microsoft Office Suite of Products (Word, Excel, Power-Point)

+ Price/Cost Analysis experience (various techniques to ensure a fair and reasonable price)

**Qualifications We Prefer:**

+ Experience with effective supplier management

+ Experience with Raytheon’s internal procurement processes and tools (SRS, ESDM, ESRT, Exostar, Accounts Payable, Material Contract Brief, CR-003 REPs & Certs, SSJ, SER, SEPAS, Part-130/IN-009, Debarment, ZPs/QNs, SRS supplier Protest, URDNs-Receiving, Truthful Cost Pricing Data (TCPD), Cost Analysis Price Analysis (CAPA), Cost Accounting Standards (CAS), Equal Employment Opportunity (EEO); SRM - agreements database, and PDM process (reading / understanding drawings and specifications).

+ Ability to multi-task and perform effectively in a dynamic, fast-paced, changing environment.

+ Proven ability to communicate effectively, both written and verbal internal customers.

+ Able to establish internal/external relationships and influence others to get the job done.

+ Problem solving and critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity.

+ Organizational skills with ability to adequately plan, prioritize, and coordinate.

+ Ability to travel as required (limited).

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
