    Summary This position is located within the Veteran Readiness and Employment Division (VR&E). This incumbent of this position will serve as a Supervisory Vocational Rehabilitation Counselor for the Veteran Readiness and Employment (VR&E) Division.     **The HR Business Manager role provides the successful candidate with an exciting opportunity to be a strategic partner to our manufacturing site in Tucson, AZ. This role is accountable for working collaboratively with the business leaders in support of the strategies necessary to acquire, engage, develop and grow the talent necessary to support business growth. This role reports to the Director, Human Resources - US & Canada Operations, and partners closely with the Tucson Site General Manager.**

    + **The Human Resources Business Manager is both a strategic and hands-on role that provides full cycle Human Resources support to our manufacturing site of approximately 200 employees.**

    + **The role is critical in executing our people initiatives, providing great internal customer support, and driving HR functional excellence and process improvement.**

    + **This role will work through our corporate Centers’ of Excellence to provide local site feedback on corporate pilot programs and will support corporate roll outs.**

    + **Provide consultation and support to managers with implementing and carrying out HR policies and practices, employee development, performance management, and other employee relations issues, including performance counseling, discipline and termination, workforce planning, risk management and employment law implications.**

    + **Partner with Corporate HR to champion, execute and monitor the effectiveness of corporate programs and initiatives.**

    + **Leads implementation of HR initiatives at the site and ensures appropriate change management is in place.**

    + **Contribute to the creation of a workplace that mirrors our core values.**

    + **Champion the shaping and sustaining of a diverse and inclusive workplace that is engaging, enabling and energizing.**

    + **Support management and talent acquisition in obtaining and retaining top talent through collaboration of determining staff needs and appropriate compensation.**

    **Detailed Description**

    **Performs tasks such as, but not limited to, the following:**

    + **Success in creating and driving effective and positive employee relations, retention and reward programs**

    + **The ability to manager multiple priorities simultaneously within a rapid and complex changing work environment**

    + **Ensures consistent application of policies and procedures for recruiting, rewarding, retaining, recognizing and developing people within a site.**

    + **Provides employee relations consultation services to General Manager, management and employees.**

    + **Develops, recommends, implements and maintains performance management programs and ensures consistent and timely application.**

    + **Provides coaching and makes recommendations to manage/supervisors for performance development and corrective action.**

    + **Conducts internal investigations of acts of employee misconduct including interviewing, gathering evidence, consulting legal counsel, making recommendations and documenting findings.**

    + **Provides performance program reporting.**

    + **Partners with the site senior management team to implement organizational change interventions e.g, restructuring, reengineering, automating. Conducts ongoing skill competencies, knowledge and talent needs assessment.**

    + **Develops or obtains specific training programs designed to meet the site's needs. Implements and directs staffing strategies which ensure attracting and retaining high caliber talent within and outside the site.**

    + **Manages the rollout of Corporate Human Resources Programs at the site level e.g. Compensation and Benefits policies, guidelines, and programs; PDP, CTI, Employee Survey rollout program, Talent Management and Values Awareness programs.**

    + **Indepth understanding of applicable state and federal labor laws.**

    + **Knowledge of world class manufacturing processes and lean and/or Six Sigma strategies.**

    + **Excellent organizational and interpersonal skills.**

    + **Strong business and operational acumen to effectively partner with site business leaders.**

    + **Ability to work independently.**

    **Knowledge/Skills/Competencies**

    + **In-depth knowledge of government regulations. Experience with OFCCP audits and/or FAA audits is considered an asset.**

    + **Extensive knowledge of labor laws and experience in Labor Relations**

    + **Knowledge in Customer Satisfaction initiatives**

    + **Extensive knowledge of World Class Manufacturing processes and Six Sigma strategies.**

    + **Experience with HRIS systems.**

    + **Ability to effectively communicate with a wide variety of internal customers.**

    + **Ability to evaluate multiple highly detailed tasks, determine priorities and organize work in a manner that allows for timely completion of projects.**

    + **Ability to manage sensitive employee information in a confidential manner.**

    + **Knowledge of computer applications and the ability to accurately perform tasks in some or all of the following applications: Access, Excel, Word, PowerPoint, Microsoft Project, and Visio.**

    + **Ability to effectively organize and motivate team members with a diverse group of skill sets.**

    **How will you make an impact in this role?**

    + Partner with American Express ColleagueExperience Group Centers of Excellence (Recruiting, Talent, Benefitsand other HR concentration areas) toidentify and translate needs into requirements to pull /deliver insightful data, often across multiple systems.

    + Strong knowledge of HR Recruitment processes and procedures

    + Experience in analyzing Data fromapplicant tracking systems (Taleorequired); Eightfold preferred.

    + Experience in data extract /reporting Oracle Business Intelligence Reporting (preferred)

    + Highly proficient in development in Tableau; other visualization tools a plus

    + Highly proficient in data analysis using Excel or MS Office tools (Access, etc.)

    + Working knowledge with SQL or other query language required; HQL and Big Data tools (Hadoop, Hive) is a plus. Python and Cornerstoneexperience a plus

    + Effectively works independently within a team construct, while supporting teamwork and achievement of team objectives

    + A strong track record of working across diverse stakeholders to gather requirements and deliver data, analysis, insight, and visualizations with passion, precision, and excellence.
