Course: Interface Design 2: Web Design

This course focuses on the web design prototyping process including research, wireframes, design comps, and interactive mock-ups that address a creative brief. Students learn website production, as well as Search Engine Optimization as it applies to design assets.

**Overview**

GovCIO is currently hiring fora highly motivated UI/UX HCD Developer with experience in Human Centered Design/Design Thinking as applied to Business Analyticsto provide HCD design, development and assessment, and guidance as applied to web-based interface and business dashboards. Experience with UI UX technologies is critical for this role, particularly as applied to Analytics Dashboards and Forms-based Interfaces. Using current and innovative methodologies that include industry best practices, the successful candidate, through working sessions with the client, will provide guidance and mockups of various visual perspectives the team or our customers may build, guiding the design and setting practical expectations of delivery artifacts.

This position is fully remote within the United States.

**Responsibilities**

Designs web page layout, graphics, color schemes and infrastructure to maintain a cohesive brand based on the organization's communications strategies and goals. Conceptualizes, designs, and implements a web-based user interface based on current technologies and requirements for computer information systems while staying abreast of emerging technologies that will improve the webpage's experience and functionality. May require knowledge of the software development life cycle.

+ Collaborates with clients and other stakeholders to determine the purpose, functions, requirements and long-term strategy of the application or analytics dashboard/report, translating business needs to technical specifications.

+ Needs knowledge of web-based user interface development including principles of content organization, site layout, and navigation structure.

+ Collaborates with software developers, testers, and other members of the system development team on incorporating the interface elements into the information system being built.

+ Provide overall visual experience guidance and standards.

+ Be a responsible advocate of the application HCD and Design Thinking for our contract deliverables.

+ Provide Presentation and Educations on the use and benefits of HCD/Design Thinking.

+ Provide working Sessions for Human Centered Design and Design Thinking.

+ Design Data Visualization solutions (e.g. reporting tools).

+ Create Mockups and Use Cases.

+ Conduct unit testing and troubleshooting.

+ Evaluate and improve existing Data Visualization Systems.

+ Design visualizations and reports for requested projects which comply with Section 508 (accessibility) regulations.

**Qualifications**

**Required Skills and Experience:**

+ Clearance Required: ability to achieve Sustainability/Public Trust clearance

+ Bachelor's with 0 - 2 years (or commensurate experience) in Computer Science, Information Systems, Engineering, Mathematics, Science, Technology, and related fields. On a case-by-case basis, work experience may be considered in lieu of a STEM degree for highly qualified candidates.

The Software Engineer works effectively across the entire software development life cycle. NSF’s NOIRLab is the preeminent US national center for ground-based, nighttime optical and infrared astronomy. The Software Engineer III, also known as the Senior Backend Web Developer at the Vera C. Rubin Observatory’s Education and Public Outreach (EPO) team, designs, develops, and maintains backend web applications critical to the observatory's outreach efforts. This role involves coding, debugging, testing, and troubleshooting throughout the application development process. The Software Engineer III/Senior Backend Web Developer demonstrates expertise in modern web technologies, cloud architecture, and dev-ops workflows, managing backend systems, overseeing database administration, and maintaining cloud infrastructure. Collaborating closely with other software engineers, scientists, and telescope operators, the Software Engineer III/Senior Backend Web Developer refines requirements, enhances usability, reduces complexity, and facilitates long-term maintenance. Reporting typically to a project manager or team lead, this role contributes to moderately complex aspects of projects, working both independently and collaboratively, and may also direct the work of junior-level software engineers.

+ Develop and maintain robust backend systems that support scalable web applications.

Job Summary

Provides strategic design support, utilizing sound project management principles, coordinating with executives, management and staff in various departments. Functions as team leader by giving guidance to other design staff, project direction, providing updates to department members, and mentoring the web team responsible for overseeing digital, multimedia and audio-visual design projects for TriWest's web site, intranet, corporate communications, education and marketing programs. Exhibits advanced knowledge of design, front-end development, user experience, accessibility (Section 508) and maintenance of web sites and content management systems. Works with a team to design and maintain web pages, graphics, template creation, banners, and landing pages for TriWest's website(s). Collaborates with client departments to understand user needs and objectives. Assists in the design and production of TriWest print materials. Consults and provides design recommendation and support for web/digital communications and campaigns, presentations, and specialty projects. Implements web design/graphic solutions to optimize customer and self-service solutions. Ensures adherence to corporate branding and style guidelines. Deadline-driven self-starter with superb customer service skills.
Education & Experience

Required:
• If supporting TRICARE contract, must have U.S. Citizenship
• If supporting TRICARE contract, must be able to receive a favorable Interim and adjudicated final
• Bachelor's degree in Graphic Design, Computer Science, Fine Arts, or equivalent experience
• 5 years of experience or equivalent combination of professional experience and training in web design, graphic design and front-end development
• 2 years of experience developing HTML, CSS, and JavaScript (experience with HTML5, CSS3, and jQuery preferred)
Preferred:
• Experience creating, editing or modifying templates for a CMS or web development framework (EPiServer and Microsoft SharePoint preferred)
• Experience designing and developing web sites using responsive web design
• Experience designing and developing web sites to be Section 508 compliant
• Experience testing cross-browser, cross-platform, and/or cross-device compatibility for inconsistencies
• Experience in server-side programming languages for templating purposes (ASP.net, and C#)
• Experience in design, layout and production of print materials
Key Responsibilities

• Collaborates with TriWest communications teams and business units, then develops project plans and schedules to deliver appropriate solutions to meet their communication, design and application needs.
• Integrates work of subject matter experts, writers, and designers to produce a final product compatible with corporate standards.
• Works closely with other designers to ensure TriWest design and branding standards are met in print and digital deliverables.
• Updates TriWest.com website and TriNet intranet site. Executes and maintains the 'creative vision' by determining and implementing the creative design and branding.
• Serves as back-up to Manager, Creative Services for urgent change management requests, including responding to IT incident management requests.
• Creates and effectively arranges graphics, images and other content into a creative, cohesive and visually stimulating end-user experience, including the design and creation of: - TriWest web portals, pages, and graphics, - HTML e-mail templates and corresponding landing pages, and - Graphics for audio/visual projects
• Front-end graphical user interfaces for applications linked to the TriWest web site.
• Collaborates with Communications, IT and other TriWest staff, to ensure function drives design.
• Works towards enhancing user experience and improving effectiveness of web and intranet self-service functions.
• Prepares content utilizing (X)HTML, CSS, JavaScript, and .NET/C#, using Microsoft Visual Studio.
• Performs continual quality checks of TriWest's intranet and external website design and recommends necessary revisions. Ensure content is up-to-date and all page components properly function.
• Assists with web coding and testing new web features and applications.
• Keeps abreast of emerging technologies, new ideas, and solutions for creating high quality interfaces.
• Other duties as assigned.

Job Description
Works with the IT Web Team to design, develop, support, and maintain responsive webpages and the underlying programming necessary for the City's internal and external websites for use on modern browsers and mobile devices;
* Assists in the review, re-engineering and development of business process and procedural requirements for enabling websites and webpages;
* Collaborates with the IT Web Team and City staff concerning analysis, design, requirements, development and implementation strategies for websites and webpages;
* Creates new website structures, applications, and functionality for internal and external customers.
* Works with the IT Web Team in supporting the various websites and webpages for the City, providing 2nd tier technical support;
* Reviews peers change controls and monitors requests to ensure best practices and minimization of system impacts;

Job Requirements
Minimum of 3 years of experience with PHP, Twig, JavaScript, HTML, and CSS. Familiarity with Drupal Webforms or JavaScript libraries is a plus.
At least 2 years of experience working with Drupal as a Site Builder, Front-End Developer, Back-End Developer, or equivalent role.
In-depth knowledge of Drupal 8+.
